This electronics video tutorial explains how to make a LED blinking circuit using the 555 timer IC. R1 and C1 controls the frequency of the circuit and therefore the flash rate of the light emitting diode. R1 and R2 controls the duty cycle which determines the percentage of time the LED will be ON compared to when it's OFF.
