Just like radian or degrees, they're fractions of a larger unit of measurement for the angle between you and the target. This angle can be represented either vertically (elevation) or horizontally (windage).
They are essentially 2 different ways to measure same thing. One, the Miliradian system, is becoming more popular with professional shooters. Being able to use the same units of measurement while shooting allow other people to call adjustments for your shots that you can use.
