Yes, the kangaroo from Streets of Rage 3 is playable in Streets of Rage 4 DLC. Here's how to unlock it.

-Hover over the Story mode at the main menu.
-Hold up and X (Square if PS controller). That's the default Attack button FYI.
-Press start.
-Let go of all inputs.
-Roo should now be unlocked in the character selection.
-Be sure to complete a stage with Roo to make this unlock permanent.
-Otherwise you'll have to do the input again.

Roo in a nutshell:
-Same skills and attacks as in SoR 3.
-Air special is its ground defensive special, but in the air.
-Cannot carry weapons.
-Can summon Bruce the clown as Star move. Can summon more than one Bruce.
