You can make this cardigan, coat or jacket sweater smaller or bigger by simply changing your hook size and yarn weight, and make it in the exact same way as this tutorial (see below) with same stitch count and same number of rows. Just remember these sizes are not exact they are based on standard sizes and tension varies from person to person which can affect the final size. TO MAKE SMALLER OR BIGGER:
NB use 2.5mm hook with #3, DK or 8ply yarn
0-3M use 3mm hook with #3, DK or 8ply yarn
3-6M use 3.5mm hook with #3, DK or 8ply yarn
6-12M use 4mm hook with #3, DK or 8ply yarn
12-24M use 4.5mm hook with #3, DK or 8ply yarn

3-4yrs use 5mm hook with #4, ARAN or 10ply yarn
4-5yrs use 5.5mm hook with #4, ARAN or 10ply yarn
5-6yrs use 6mm hook with #4, ARAN or 10ply yarn
6-7yrs use 6.5mm hook with #4, ARAN or 10ply yarn

Materials used:
Sweater = 170g of JC Brett DK yarn for 3-6M size (17g pink and 153g white)

You can also use any yarn with similar weight like #3, or 8ply
Buttons: I used five 14mm, but you can also use 12,13, or 14mm size too.
Approx. Gauge: 2in =7 rows / 3.5 shells sts with 3.5mm hook
