Both are macromolecules (giant covalent structures) with many strong covalent bonds. Silicon has the same arrangement of atoms as diamond, and silicon dioxide (sand) is the same as silicon - just pop an O atom between each silicon pair. Since there are no delocalised electrons, both chemicals are electrical insulators. (HL only : all atoms are sp3 hybridised)
