To soundproof basement without drywall can be a task you can do yourself for just a few hundred dollars. There are many ways to soundproof a ceiling with varying results and degrees of noise reduction effectiveness.
It is the best time to soundproof basement ceiling without drywall because you have a lot more options to play with.

Another option is by using Rockwool insulation to soundproof a wall or ceiling. Rockwool is a bit more expensive than the standard pink insulation but it is well worth using when soundproofing a basement ceiling. Especially if your soundproofing a basement apartment.
By far the easiest and cheapest way to soundproof an unfinished basement ceiling is by adding two layers of 5/8" drywall. 5/8" drywall is thicker than the standard 1/2" drywall but works much better in terms of noise reduction and sound deadening.
Using Green Glue noise proofing compound between the two layers of drywall will work wonders to make your basement much quieter!
