The goal is to make a 5 mm round, centered capsulorhexis so that it overlaps the 6 mm optic of the IOL for a full 360 degrees. The hash marks on the forceps are 2.5 mm from the tip and 5.0 mm from the tip.

This video shows Dr Devgan placing the closed forceps in the eye to gauge the size, then the capsulorhexis is performed using just the Devgan forceps, and then at the end the forceps are used to measure the final result, showing the dimension of 5 mm.
