MaximsNewsPEOPLE: 28 February 2011 -- UNTV: UN Human Rights Council: Geneva, Switzerland - Speaking at the Human Rights Council's high-level meeting today in Geneva (28 Feb), Russian Foreign Minister Sergey Lavrov said the "use of military force against civilians is unacceptable" in Libya and demanded the "immediate cessation" of violence and "observance of international humanitarian law."
During a debate on the situation in Libya last week, some members brought up the possible suspension of Libya's membership in the Council.
The General Assembly, which has the right to suspend the membership of a country that has persistently committed gross and systematic violations of human rights during its term of membership, is expected to meet this week to discuss this matter.
The process of suspension requires a two-thirds majority vote by the 192-member Assembly.
Australia's Foreign Minister Kevin Rudd said that his government will "voice its support" for the Council's recommendation "to suspend Libya from the Human Rights Council."
He added that his country "also believes that the Security Council should embrace a no fly zone to help protect the Libyan people from the violence they have already experienced from units of the Libyan air-force."
On Saturday (26 Feb), the Security Council voted unanimously to impose sanctions against the Libyan authorities, slapping the country with an arms embargo and freezing the assets of its leaders, while referring the ongoing violent repression of civilian demonstrators to the International Criminal Court (ICC).
