In a landmark development amid the ongoing Ukraine conflict, the International Criminal Court (ICC) has issued arrest warrants for Russia's former Defense Minister Sergei Shoigu and military chief of staff General Valery Gerasimov. These warrants, announced on Tuesday, accuse them of war crimes and crimes against humanity, specifically for ordering missile strikes on Ukraine's civilian electric infrastructure between October 2022 and March 2023. The ICC alleges these strikes caused significant damage and disruption to power plants and substations across multiple Ukrainian locations.
Despite the severity of the charges, the likelihood of Shoigu and Gerasimov being detained remains uncertain. Russia, which does not recognize the ICC's jurisdiction and is not a member of the court, has consistently refused to cooperate with its proceedings or extradite any suspects. This latest move by the ICC adds to the four top Russian officials already wanted for similar charges, reflecting an escalation in global legal responses to the conflict in Ukraine.
