New owners of an animal shelter in Howard County are aiming to give it a new start. Their efforts come after county police shut down the Animal Welfare Society of Howard County in 2019, taking more than 100 animals from poor conditions. Now, a new team wants to not only rebuild the animal rescue, but rebuild its trust within the community.
