Baseball's catch and carry rule is a combination of Official Baseball Rule 5.09(a)(1) and OBR 5.06(b)(3)(C). The former establishes that a catch is legal if the fielder has one or both feet on or over the playing surface (and neither foot in a dugout or other out-of-play area) when making the catch, while the latter states that each runner other than the batter advances one base when a fielder after catching a fly ball steps or falls out of play.
