When a cooperative housing society opts for redevelopment, the Managing Committee and Project Management Consultant (PMC) often conspire to manufacture papers and create an appearance of legitimacy and lawful process. However, the fact of the matter is that the individual flat owners are helpless in the face of the managing committee, who are hell bent on getting their own way and throwing all caution to the wind, want to appoint a builder (often a pre-decided one) and give him a lucrative contract.
