-After the cutscene move to the 2nd block on the right and hide behind it until General Raam walks right up to the other side of the block. Sometimes he will glitch here or he will continue to come around the block. Just move to the other side of the block and wait until the kryll surrounding General Raam leave or use a grenade/torque bow to cause the kryll to flee. Then blind fire your lancer over the block to hit General Raam and keep repeating this until hes defeated.
