There are clearly two different schools of thoughts while talking about "Internet Governance". One is the guys who developed and run the Inter means Academia along with businesses and civil societies who are fast moving, quick decision makers and guys who move forward with consensus based bottom-up approach thus making it multi-stakeholder model. Because the Internet over the time has evolved like this. Second is Government which traditionally work on multilateral governance model and these guys decide and then issue regulations etc to implement by businesses and users.
The second group tried to take control through ITU (WCIT 12, Dubai) but faced a strong resistance from more democratic multi-stakeholder group. However, the best part is that I feel the governments have now realized the benefits of multi-stakeholder model and other group also realized the important roles which government can and need to play in the overall objectives of ‘Internet Governance”.
There is clearly a role of National Governments but not the exclusion of other actors/players but this role is in complementary fashion with other players.
I discussed different areas where governments have very important role to play which are Access to Internet, Digital Inclusion, Competition, Privacy and trust, taxation and ICT applications. At the end I have one slide to shortly highlight the progress and steps to be needed in my country Pakistan
