Unfortunately most of the responsible dog owners, with influence, do not try to encourage the irresponsible dog owners to comply regarding dog action and the Spit. When the irresponsbile dog owners that you have tried to negotiate with then talk to the influential dog owners, the influential dog owners jump on the side of the irresponsbile dog owners, not the side of rightful negotion. If your only option was to report to Council that the actions of the irresponsible dog owner was going to result in a nesting failure of beach nesting birds then the responsible dog owners should see this as a rightful action. If there was a community of responsible dog owners willing to point out when when others are not following the rules, then there could be some capacity to give and take.
