The skull here is located after the second heal station.
After the healstation head up the stairs, in the little room on the right there is a locker, thats where the skull is. But first we need the key, the key is across the bridge in this little side room, you jump on the boxes and the barrels, then at the top there is a body with the key on it. Backtrack back to the locker, open it and there's your skull and the free plasteel. Grats. bye.
