This is a very lame commercial for the excellent but defunct PC operating system, OS/2. IBM spent money on a general audience TV advertisement (a very expensive and arguably questionable decision at best) and this is what they produced.
Do you really think anyone in the general public would understand what this ad was for? I doubt it. The stunning lack of adoption and poor commercial success of OS/2 can, at least in part, be blamed on the poor marketing campaign.
In c. 1994 IBM released a version 3.0, called OS/2 "Warp", which included the ability to connect to Internet via dialup right in the box! Like the previous version it was excellent, and beat Microsoft Windows 95 to market by about a year. But the head start wasn't enough to win the OS War of the 1990s.
