Gary Black buybacks can be turned on and off opportunistically so if the stock pulls under $700 due to FUD they can heavy up the buybacks and bring the price up. If the stock price runs higher than they want they can lean out the buybacks and bring the price down. Lots of opportunity. Plus it only effects M&A and cash pile and we know Tesla has a monster cash pile. Plus if we are looking at $2-3B in FCF in Q3 alone when their capex spending for the year is anticipated to be $6-8B then that means they will have a lot of cash to work with or put into their already massive pile. And if they have held between $15-20B in cash and cash equivalents for the last 7 quarters they may want to leave it at that level so anything over would need to be used somewhere. Many companies use buybacks to gather up shares that they will use to pay off executives with compensation packages. So this might be part of their plan also.
