Here is more Solid evidence you can start a NG+ AT Level 100 Age restriction due too cut scene when I start the NG+ this is NOT FOR kids you have been warned

As you can see at the start of the video the only Active quest is there can only be 1 at level 43 i complete the quest

After it I am now level 100 i ride back home then travel too novigrad Enhance And level up The Sword then go back home make 5 saves then quit and start a NG+ showing everything too my 1st quest that i take its long due too showing the cost of The upgrade showing where I go too level up the sword showing the saving proving that’s it’s real then starting the NG+ with all cut scenes if i did not show any of this it would only be 15- 20 minutes long but I wanted too show it proving it can be done .
