The reason why they had to use the services of a fashion designer was that the Nazis before and during World War II knew that in order to gain supporters, they needed to show that they were different from others, and that they supported a party that was different from other German political parties, and one of the ways they did this was by designing uniforms to look very distinctive and naturally appealing to the eye.
In World war 2, the Germans also realized that intimidation was quite important, so the Germans created uniforms that had very dark dyes such as black, grey and brown which gave a more menacing and dark look.
