It's been a while coming but finally, it's possible to add conditional formatting to a cell in a Power BI table or matrix based on the text content of the cell.
Prior to this Feb 2023 update, it was only possible to add conditional formatting, using the standard Power BI Desktop rule builder, to cells based on the cell's value if the value was a number.
It was and still is possible to use DAX measures to drive the formatting, but this was often not a suitable approach for those who are new to Power BI.
It is now possible to create a rule to add conditional formatting, for example, colour the background or the font, based on the text value in the cell. For example colour the cell background red if the value is "safety" or colour the font green if the value in the cell begins with a W etc.
