Qi Jia Quan claims lineage from the famous Ming dynasty general Qi jiguang.
There are various Qi jia / Qi Men styles spread across China which claim lineage from Qi Jiguang.
There is little information available on Ruzhou Qi Men Quan.
I can't find anything on the oral traditions of the school or it's history besides that it claims lineage from Qi jiguang and that it was a popular folk art in Ruzhou during the very end of the Qing and early Republican eras.
The performer in this video is master Chang Tianxing. He was in his 60's when this video was taken. Developing an interest in martial arts from an early age he started his study of Qi Men Quan at age 12. Studying from locally famous masters of the art such as Tian Jiuyi and Zhang Xiaodong during his youth, he continued his dedicated practice of the style since then.
In local interviews he has expressed sorrow that the style which was once famous in Ruzhou is now on the verge of being lost with the few remaining practitioners being very old and that he hopes to find someone interested in learning the style before he gets too old to teach.
