This discovery in Heart Gold and Soul Silver was made over a DECADE after the game released. Basically in Cianwood if you deposit all of your pokemon except an Abra that knows teleport and have no items or money left, you can end up softlocking the game and get stuck. If you talk to this NPC in the pokecenter, he notices you only have one pokemon and gives you a tentacool to help you out! It’s pretty incredible that the devs realized someone might end up stuck here and added this to prevent it.
