In 1945 American forces occupied the area around Frankfort Germany. There, three American GIs took it upon themselves to steal the Crown Jewels of Hesse!
My thoughts on the claim check ticket:
"Too bad my hat knocked your ticket off. Guess I get to keep the baggage."
It doesn't appear the MPs made much of an effort to locate the rest of the loose jewels after this note was found.
I have three theory's surrounding this:
1. It is what it looks like. A random man went into the telephone booth to make a call, took his hat off and knocked the claim ticket off. He then took the package and to rub it in he left the note on the torn ticket.
2. This was the fence and it was a secret message to Durrant.
3. Durrant was working with someone on the outside to set this up to look like a random individual had taken the package.
