STORYLINE:
In an address to the U-S Congress Mexican President Vicente Fox has argued for an overhaul of the immigration policy between Mexico and the United States.
President Fox supports an amnesty package for Mexicans now in the United States.
On Wednesday, Fox surprised the Bush administration officials by suggesting that an immigration overhaul could be completed by the end of this year.
Bush has called the issue "incredibly complex" and said it was unlikely that Congress would be able to come up with a plan within the year.
Sentiment on Capitol Hill runs strong on both sides of the immigration issue.
Administration officials have suggested it was unlikely that a formula could be worked out by the end of this year given the divisions in Congress.
