Wow, how smooth it runs now. It was noisy right out of the box but I thought that was just normal. It will now take a deeper cut without stalling. (I now know it was not stalling rather the pulley was just slipping)
The fix you may ask - JB Weld. The motor drive shaft was so damaged by the defective pulley gear using Epoxy was my only choice. I clean up the shaft and pulley with Acetone then liberally applied it to the shaft and pushed the pulley onto the shaft. 8 hours later is seems to be working great. Very quite.
I'm hoping it will stay in place but I have high expectations because the shaft was so pitted and blurred it should give the Epoxy a good grip.
