Armed police responded and police later confirmed that two people have died, as well as the male offender, who Stuff understands was a 24-year-old gunman.
Prime Minister Chris Hipkins said it was understood the two people that died were civilians, not police.
At least one police officer is believed to have suffered a gunshot wound and several people have been injured.
