These security guards dressed like Police Officers believe they don't need an SIA licence because they work for Liverpool City Council.
(Even though here, they are 'security guarding' and 'door supervising' for Knowsley Council)
Liverpool City Council REFUSED to supply this information when asked under the Freedom Of Information Act:
"Can you please tell me if the Liverpool Council Enforcement Officers acting in a security guard role at Knowsley Council meetings, have SIA licences?
If not, why not. Under what specific legislation are these employees exempt.
Please supply the specific legislation under the Private Security Act 2001 or provide details of any exemption granted by the Home Office."

The response from Liverpool City Council was simply to try and deceive "I have confirmed that they are not acting as security guards as you state but as Council officers as part of a shared service"
