To obtain the Race V3 in Blox Fruits, you have to complete the Arowe's Quest first. The Arowe is an NPC located inside a cave at Diamond Hill in the Second Sea. He is the Son of Rip-Indra boss. He will help you to evolve your existing Race to V3 (version 3). You can talk with Arowe only after getting the Race V2 and you must have level 1000. If you don't meet the requirements, Arowe will say "Come back when you're prepared enough". It also unlocks the Last Resort ability, which is a Human Race V3 ability. But before you have to complete its series of quests by killing three bosses, which are Fajita, Jeremy, and Diamond. Now talk to him once you defeat all the bosses. He will charge a cheap price of about $2,000,0000 to evolve your race to V3. You also get a new title "The Full Power" after completing this quest.
