this fix should work with most other bluetooth speakers/headphones if the problem lies with Absolute Volume. For example, originally, when Absolute Volume was turned off, I literally cannot control the volume of my Tribit Sound Go (bluetooth speakers) on my computer. Turning the volume from 1 to 100 made no difference. However, after I turned Absolute Volume on, the problem went away. Unfortunately, by turning it on, my Airpods Pro no longer worked properly. So, depending on which device I'm using, I need to toggle with Absolute Volume. Your experience may be different, so play around with Absolute Volume and see what works best with your device.
You can turn absolute volume on or off with windows registry at:
HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Control\Bluetooth\Audio\AVRCP\CT
