On March 12-13, 1946, Dr. Otto Stahmer called his final witness, Field marshal Albert Kesselring, Chief of the General Staff of the Luftwaffe. He asserted that he built the German Air Force for defensive purposes . Everything was done to hit military targets and to spare civilians. the opinion that "The Hague Convention on land warfare did not provide requirements for air warfare." He was questioned by several German defendants counsel. He claimed the invasion of Russia was necessary as an act of preventive war strategy.
