China said joint military exercises by South Korea, Japan and the United States are the main reason tensions are rising on the Korean peninsula. It has called on all parties to resolve their concerns in a rational manner. Seoul, Tokyo and Washington have begun naval drills in international waters off Jeju Island. South Korea said the two-day anti-submarine and rescue exercises aim to reinforce deterrence against growing North Korean threats.
