My original intention for this was to reload berdan primers for GP11 and 6.5 Swede but the primer compound was not strong enough to detonate stick powders in rifle cases as they would hang-fire every time so tried it out in pistol rounds and seems to work fine so just sharing the information.
From what I tried:
1 blank = Small pistol primer (might work for 5.56/.223 using ball or flake powder)
1.5~2 blanks = Large pistol primer
2~2.5 blanks = Large berdan primer (hang fires in rifles using stick powder)
This is very time consuming and labor intensive but I am reloading 9mm for about 17 cents per round so not too bad as of 2020.
* DO NOT REUSE THE BLANK POWDER AS THEY ARE WAY TOO HOT FOR LAUNCHING PROJECTILES*
