Ok, I really feel this one should be better explained in the game, the final fantasy 7 remake stagger effect part 1 given by chadley in FF7 Remake.
Like this took my hours to get how it worked, not that I was actively trying but still.
First of all the game Ui could have explained what a "unique attack" is and I think its a general misconception that the unique attacks are moves like barret overload when he charges or tifa upper cut, when the easiest way to actually do this quest is using Cloud and his Punisher Mode.
If you use Punisher mode vs an staggered enemy and that triggers you into ATB gauge 1 or 2 that gives you 1 point to this quest.
This just comes of as inherently not natural I would say as most of the time when they are in staggered mode the player uses an ability or a powerful magic attack instead And when the enemy is triggered into staggered that also means that the character the player is currently controlling will have full ATB from pushing the enemy into it..
as well as that normal enemies die to quickly so this is almost only doable on bosses, preferably bosses which are repeatable and why I show it on Shiva here.
