Immigration candidates are no more required to wait for the last 4 months of the expiry of their work permit to apply for a BOWP. They might be qualified for a BOWP even if their work permit is expired.
Canada recently revealed modifications that will make the Bridging Open Work Permit (BOWP) program more accessible.
BOWPs are available to qualified work permit holders who have applied for Canadian permanent residence. The objective of the BOWP is to grant permit to continue working in Canada while the applicants wait for the decision of their permanent residency application from the Immigration Refugees and Citizenship Canada (IRCC).
Also, now, you could be suitable if your status has expired and you are suitable for restoration, or if you are in Canada on "maintained status." When looking back at the old rules, applicants were not qualified to apply for the BOWP if their work permit was expired.
