During the 30's, the carioca Carnival parade became part of the Rio de Janeiro town council financing. When the New State starts, the ditactor Getúlio Vargas forced the Samba schools to create Carnival plots that were historic, didactic, and patriotic. To don't lose the government's money the schools and the sambists started to follow the varguist policy and propaganda, especially because they could be censor if they don't.
In 1942, Brazil declares war to the Axis Power and the state propaganda would start to keep up with the new national and international events. On the Carnival, this propaganda would get an satyrical attitude. The Samba schools made fun on the sambas and Carnival parades of the main Axis leaders (Adolf Hitler, Benito Mussolini and the emperor Hirohito). The government also have broadcast these musics by radio, achieving the the common population who were, in majority, illiteracy.
To the 1944 Carnival, the sambist Ataulfo Alves and the Academia do Samba recorded an Carnival march, called Abaixa o Braço that ridicule the Axis, especially Hitler. He had more caracteristics to make fun of (which made him the favorite target from these songs): teh harsh way to talk, the mechanical gesture, the moustache, the quick movements etc.
