This mission is set in Downtown Emporia. The easiest place to pick it up (if you haven't already) is the Memorial Gardens level. Follow the signs to the first tear in the Lutece Lab, and after completing that, follow the objective marker around to the second tear in the Bank of the Prophet.
On the way to the bank, you'll find a Hudson's Clothing store. Head inside and downstairs to find the Code Book which you'll need inside the bank.
Then continue to follow the marker until you enter the bank. Head to the back and up and you'll find some graffiti reading "Hoarder" where you can unlock a secret room with many treasures!
