Air Vice-Marshal Sean Bell says since President Putin came into power in the late 1990s, geo-political changes have meant the buffer between Russia and the West has dwindled as some new nations looked west for more freedoms.
And since the invasion of Ukraine began, NATO has expanded closer to Russia, bolstering defences in eastern Europe.
