What does reverse garter stitch mean in knitting?
It's a very simply 1-row repeat where you purl across all rows and stitches

RS/WS: *purl*

It looks exactly like a standard garter stitch. There is literally no difference. However, some people find it easier to purl. Also, if you purl tighter/looser you can correct your gauge by switching to reverse garter stitch. Otherwise, you might as well just knit.
Same applies to reverse garter stitch selvages. You can always purl the first & last two stitches of every row. Or you knit them - depending on your preferences. The outcome will be the same
