In our discussion of nuclear negotiations, we have assumed that the opponent knew the potential proliferator's ability and willingness to build weapons. This lecture describes the many intelligence failures that the U.S. has experienced in trying to predict proliferation. The takeaway is that information is not always certain, and so we should examine how that affects negotiations. That will be the topic of the next lecture.
