Due to this regulation from May 25 2018, General Data Protection Regulation in European Union, A person’s face is considered as biometric information or data. We have to cover other people faces on our pictures in European Union if you don’t have a permission to use it or they didn’t sign a model release.
Individual project focussed photographers might not have been so concerned, e.g. consider a street photographer working and perhaps gathering images to create a photobook. Do they stop every subject and ask for a model releases for any potential commercial use? What about the likes of Facebook, Twitter, Instagram etc... are going to receive a lot of requests of people to remove images using GDPR legislation? Where social media companies archive the data of EU citizens is something that may be covered also?
Street photography especially becomes a legal nightmare. You cannot get consent before you take the shot because that would usually destroy the moment. According to the data protection law, you’re not allowed to only ask for it afterward.
