Canada's temporary foreign worker program was launched more than 60 years ago to help ease labour shortages.
But after spending two weeks in Canada in 2023, a United Nations investigator is now slamming the program as a "breeding ground for contemporary forms of slavery."
It’s seen a surge in recent years, as there were more than 135,000 temporary foreign workers in 2022, compared to 84,000 in 2018.
