They continue to serve as a main reference point for Palestinian citizens and to a population that overwhelmingly lives in urban areas. The World Bank has been working on strengthening Palestinian municipalities for over two decades, The Municipal Development Program encourages municipalities to better respond to citizens' needs, promotes accountability and transparency and supports innovation.
