I recently had a case where a buyer opened up an "Item not received" case. The problem was that ebay's estimated delivery time was almost 1 month shorter than my shipping service's actual
shipping delivery time. This is where the problem arises. Buyers think their package should arrive on ebay's estimated time and when it doesn't arrive, they open a case.
I asked the buyer to wait a couple more weeks but they didn't and escalated the case to ebay. Of course ebay would see in my tracking number the item was not delivered yet. Shortly after the buyer wins the case and gets their refund.
About one week later, tracking confirms the shipment was delivered. But since the case had already been closed and the buyer got their refund, they would also get the order for FREE!
You can appeal the case up to 30 days, so if you haven't used it yet,
it is best to try and save it until you get confirmed delivery tracking update. This way when you submit your appeal, now you have evidence the delivery was completed and good chance ebay will overturn their ruling and get your money back + remove your seller defect.
