In an extraordinary assault, Dominic Cummings said Matt Hancock's Department of Health was a 'smoking ruin' last spring after disasters over PPE procurement and therapeutics.
He revealed that senior figures including Sir Patrick and then Cabinet Secretary Mark Sedwill went to Boris Johnson and said a separate vaccine task force had to be created to get round to avoid the effort being derailed by more 'nonsense'.
Giving evidence to the science committee in his first public appearance since dramatically quitting No10, Mr Cummings also said that staying out of the 'guaranteed to fail' EU scheme was also critical. Mr Cummings also delivered a wider condemnation of Whitehall as a 'disaster zone', and offered an extraordinary glimpse into his relationship with the PM - revealing he made a series of demands before agreeing to work for the government.
He also confirmed that he will face a separate interrogation from MPs over the handling of coronavirus - which will raise concerns in government that he plans to settle more scores.
