When the executive order shutting down the state on May 15th expires, Governor Cuomo said on Sunday that some less hard-hit areas might be able to open construction and manufacturing businesses with precautions.
He said reopening would occur in phases.
"Phase one of reopening will involve construction and manufacturing activities," Cuomo said. "Phase two would be a business-by-business analysis."
