Rain of Fire is faster by about half a second.
It's a matter of getting that last shot off at bosses before you see IMMUNE

for min-maxing -
DPS goes Rain of Fire
Divinity Warlocks goes Lunafaction Boots
But Veist proc full reload trumps all XD
