President Bill Clinton has warned Yugoslavia President Slobodan Milosevic that NATO "is prepared to act" unless he complies with U-N Security Council resolutions on Kosovo.
Clinton issued a warning to Milosevic in an address to a joint meeting of the International Monetary Fund and the World Bank.
The president said that world leaders were agreed that violence in Kosovo could spread to neighbouring countries.
If the impasse continues, U-S Secretary of State Madeleine Albright is expected to meet with her NATO colleagues in Brussels on Thursday to discuss the next steps.
In a news conference in Jerusalem, Albright raised the possibility that U-S troops would be sent to Kosovo as part of an international force to help keep any peace settlement resulting from NATO attack or negotiations.

"We all agree that Kosovo is a powder keg in the Balkans, if the violence continues it could spill over and threaten the peace and stability of Bosnia, of Albania, of Macedonia and other countries in the region. What is already a humanitarian crisis could turn into a catastrophe."

"As we meet here my special envoy, Dick Holbrooke, is meeting with President Milosevic to reiterate what he must do, and make clear that NATO is prepared to act if President Milosevic fails to honour the United Nations resolutions. The stakes are high - the time is now to end the violence in Kosovo. I hope all of you will do whatever you can to that end.

"On the other subject, let me say that there have been very general discussions about the potential need for some kind of an international presence in a permissive environment in Kosovo but there have not been more detailed discussions about the composition of such a presence. (Q: Are you willing to send American soldiers there?) As I said, there have been no discussions of that yet, I think that there clearly is a need for a multi-lateral international presence."
