In a word, YES!
I was look at getting an El Gato capture card for some projects I have lined up. I found the PVR-60 at a better price and thought I would try it out. There is a bit of a learning curve and I did run into some frustrating "windows 10 issues" and will be making some troubleshooting videos shortly!
