After the liberation of the People's Republic of China from Japanese militarism on October 1, 1949, a civil war broke out in the country. Mao Zedong won the bloody confrontation between the Communist Party of China led by Mao Zedong and the Kuomintang Party led by Chiang Kai-shek. In defeating the Kuomintang Party, Mao Zedong was grateful to the Soviet Union.
The Soviet Union was one of the first to recognize the proclamation of the People's Republic of China and one of the first to come to the aid of the reconstruction of the Chinese economy, agriculture and industry. From the very beginning of the establishment of the People's Republic of China, the Chinese government was faced with the main task of possessing modern military capabilities, while the Chinese leadership was interested in solving this problem as quickly as possible.
In the early years of the People's Republic of China's independence, the government leadership was interested in the fact that to protect its borders the country should have an army equipped with modern weapons, including nuclear weapons. To this end, by 1950, the People's Republic of China had begun the movement to reach the necessary agreements on national nuclear weapons programs.
